Hey so what is the communities opinion on the High Major Comodore of the First Legion Third Multiplication Double Admiral Artillery Vanguard Company? (Dear god I hope I wrote that right, from memory).
Is he OP, Broken, just Annoying, Needs Nerfs, Under-powered, Useless, Troll, Balanced, etc...?
i think hes pretty balanced
Strong to borderline OP
He'd be S tier if Fiora/Yasuo and a few other champs weren't
He's relatively balanced. His early game power can be a little overwhelming against many melee champions with his unmatchable base HP, but dorans shield is strong enough to keep him and his Q pokes and W4th hits at bay.
He scales pretty well but doesn't hyperscale enough to declare his early game too good. His unmounted disadvantages are great and fair.
He's uh.. pretty good in the right hands. I've seen some really really scary Kleds. I've seen him some times in competitive. I think he's rather strong, but not necessarily pick or ban. I'd say he's on the decently strong side of the spectrum, yet not quite in the "completely overpowered" side.
He's one of the most balanced out of the 2016 group. Camille, Ivern, jhin, sol, & rock lady (not going to even try to spell her name) are all a bit strong. He is just a fun & balanced top laner who screams at the top of his lungs.

I love playing him and I would say that he is balanced, especially once he has been dismounted (losing two abilities hurts) but he is a pain to face against I will admit. He's for sure my favorite from 2016, I don't think he is overpowered really.
if you have to damage to just knock him off his lizard quick then hes useless but if you are playing a tank you are never gonna win in a 1v1

Tbh, his mid game is really strong, but otherwise, he's balanced. But annoying nonetheless
He is deceptively over powered. What I mean by that is not many people know what his weaknesses are. He is balanced when you figure out those weaknesses (W or Q on CD) but many people don't know that because he is just now seeing his biggest popularity spike. He may be annoying, but definitely not broken status.
