How is that even remotely fixing Blitzcrank.
right now if you land every single Q you won the game striaght up, if you miss every Q you are literally a walking punching bag that knocks people up every 4 seconds.
That is the problem, take away power from his Q and give it to the rest of his kit so if you miss your Q you are sill useful.
