I would be really funny if the reverse annie skin let you actually play as tibbers dressed as annie (same skillset and stats as annie), and when you ult, tibbers throws out annie dressed as tibbers (annie has the same stats as tibbers)

While that might be fun, it'd be gameplay impacting. Champions still need to be quickly identifiable as themselves, and having one skin where people need to react differently to 'tibbers' and 'annie' would be no bueno.
