Okay so I am not sure on this so I wanna know if you get a level up with a champ you don't own from the rotation will you get the capsules from leveling them up once you buy the champ or is it basically "you leveled them up while they were free so you just wasted your chance to get blue essence"

When you level up your account, you get a champion capsule.

The particular champion(s) you play (free rotation or otherwise) has no impact on the contents of that champion capsule.

You don't get anything (capsules or otherwise) for leveling up a champions mastery rank.
