As someone who plays Shyvana frequently/from time to time, I've felt that she is weak in Season 8. She doesn't provide much to teams except getting objectives by herself and counter-jungling the enemy jungler into Oblivion. Her teamfighting and ganking capaibility are trash.

Dragon Form: New Effect Now slows enemies by 40/50/60/70/80% during Burnout's duration while in dragon form

R: Dragon's Descent

New Now has an 70% AD scaling

Agreed, most lol streamers have her ranked as tier one for diamond and below. Her ability to just farm up early and become unstoppable in the mid-game is extremely powerful in the current meta where the mid-game is very important. She also isn't countered by the other top tier junglers, them being kha, ww, xin, etc.
