Yes, I build it on Morgana. Before its rework it helped a lot on her. Haven't tried it since they changed it though.

It's not really that strong unless you HAVE to have spellvamp these days. Back right after DFG got removed, and before Luden's, I thought it was actually a super legit choice on almost everyone due to the low number of choices. 10% CDR was really nice to get on an item that gave good AP (for the time, assuming you already had Dcap and Zhonya)

Very useful on Akali/Katarina mid-late game.

There are so many good AP items right now, WotA is somewhat expensive for the base stats, so you're paying a lot for that extra sustain.
