A potential stopwatch fix

What does everyone think of this adjustment to stopwatch that could potentially fix this "league of stopwatch" meta that everyone loves so much:

Champs can no longer sell a used stopwatch and it will remain in your inventory slot forever, taking up one of your 6 items. For those who are planning on building GA or Hourglass later in game, you still get the discount. For all other champs who just get stopwatch just because it is incredibly broken at the moment, they will have to either be forced into building GA or Hourglass later, or choose a different rune to not take up an inventory slot.

I realize a lot of people build GA (a lot more than hourglass), but this should at least reduce the number of stopwatch spammers currently flooding the meta by a good amount. It seems like a good band-aid for now until riot eventually fixes this issue.
