I've noticed this reoccurring situation, where in most games i play, the support doesn't buy sightstone. I mean, I am in bronze but I have noticed it in a lot of normals too. Is this some kinda new tactic or new meta, 'cause I honestly don't get it.
Well its Bronze, when did supports ever buy wards in Bronze?
I'm a bronze Brand support main. 90% of my games I rush sight stone. The health helps keep me alive during lane phase, and I like to upgrade my gold supp item 
as quick as possible to increase my gold production.
My only exceptions is when the ADC is a fail and I need mobility (I rush boots) or I grab a quick 
so I can provide utility heal to the rest of the team (this is rare).
Vision is the number two job of support, and one of the easiest ways to impact the game. I'm astounded how many times I hit my 
in prime ward spots and find the enemy has no wards.
Lets be honest here. Most of these people are autofilled to support and don't know what they are doing at all.
Wards in a duskblade meta are just free gold for the enemy team.
SS should be one of if not the first items a support buys. However, report them if they refuse to do their duty.
I've tried investing in Sightstone but it just feels like such a waste when the bottom laner doesn't react to the enemy jungler approaching, especially when I have 
to be buying to actually help my team in fights. There just isn't enough item slots to use something that has such a marginal impact on the game.
I mean, when like 3 people have duskblade, sight stone kind of loses its usefulness.
Because we are tired of carries flaming us, and garbage when they have 2 wards up. Carries ward yourselves. I buy sightstone every game. I still get flamed for no vision as my team just feeds and doesn't allow me out of base to sweep and deny wards to replace.
Not to mention no one uses the damn minimap that is a carry. No one. So why waste the gold [slayer-jinx-unamused]

I usually don't get sightstone until level 9 when I can get . There isn't really a point in having sightstone in laning phase when control wards and trinkets can keep the lane warded. I chose to do this so I can get tear and idol on Taric to fix his mana problems. If I were to finish sightstone first, I would put myself at a disadvantage in that I can only trade 1 or 2 times before I'm oom.
I've actually seen a good deal of supports not buy Sightstone, and this isn't limited to the typical targets of the witch hunts of Lux and Brand. I've seen Rakan, Braum, Thresh, Soraka, Sona, Janna, and just about everyone you can name not buy the Sightstone, or wait so late to buy it that their team is already in the gutter. Half the time when I see this, they for some reason choose to rush their gold item completion or something else. I don't get it and the only thing I can chalk it up to is people not putting enough stock in vision.
They're not support then.
If they don't go Sighstone as second if not first item (after or for example)
Then they're not supports. they're mages.
