It takes Orange Essence to craft, and you have none. You can get them by disenchanting other skin shards, and may get some inside boxes sometimes as well. Disenchanting champion shards/permanents yields Blue Essence.

If you really want that skin, just hang on to it until you have enough Orange Essence. Take care not to disenchant, reroll, or activate it for rental, each of which will destroy it permanently.
