Why am I able to obtain Mastery points in a weekend game type but not on Twisted Treeline?

Because Riot hates permanent non-SR game modes wanted to get people excited about the new RGM queue.
It's because Riot hasn't worked on adding Champion Mastery to the other modes. When the RGM was announced, they said they had tuned the mastery system to work for each of those, so like anything it will take time and work in order for them to get it to the other modes. They've said it's no out of the question for things like Twisted Treeline and ARAM, they just haven't worked on that yet as they do have a lot of content to work on.
