server issues + lag

I checked my service provider's hosting via speedtest by the actual provider themselves and it came back as 23 ping/ 27 mb/second download (normal for me). Currently sitting at 120 ping in game when i'm used to 32 ms or so consistently. Is riot having a system breakdown or something?
