I'm having severe trouble recently with this champion. Ban phase does not count as "counterplay" Thank you

There's not much detail:
Punish him early when he's weak before he can farm. Group mid game where he just wants to split push and end the game then. Or if you want to split push with him pick teemo and make his life miserable.
1: Get an early gank(or 2) 2: Snowball lane 3: Keep killing him and taling over toplane 4: Profit.
Start W>Q>E
Save your CC until after he dashes, burst him down from range, if he has his ult, don't attempt a one-shot.

I would pick 
and stay in top lane whole game to control him.
Emphasize mobility so you can keep kiting him, 
Keep your distance and keep kiting him. Once you have you can use it to escape when he tries to gap close/slows you. He should never be able to get to you. Once you have his life will be hell.
You have no mana and you have infinite sustain so you are the perfect champ to keep playing him at his own game (you will both keep sustaining and doing stupid things in top lane while the game is decided elsewhere, just don't die).
The only downside is that I still think 
is a super anti-fun champion because if he gets so much as a single kill in 5 mins and he knows what he's doing its usually GG because of how fast he snowballs. Also, if he's picked the other person pretty much can't team fight for the rest of the game or else lose towers. Its very much anti-fun either way.
