i am having ridiculous ping for no reason

have run multiple speed tests with a consistent 40-50 ping pinging from the closest server, have been receiving anywhere from 500-4000 ping, could it be leagues servers?, i have tried restarting my router, repairing the client, literally everything that i can do has been done. i live very close to chicago where there main servers are so i don't understand what's going on. It is so bad i can't even play normals at the moment.
