Toning down Smite's power in lane

Lately I've seen many people complaining about cinderhulk challenging smite in the top lane, and I came up with this idea that i'd like to share with you: I think that insert jungle related item here's base power should be nerfed significantly, but then, after killing a jungle camp, it slowly rises until it gets to the current power and, maybe, even surpasses it. This could affect challenging smite, cinderhulk or maybe even smite itself (ok, maybe not the last one, but it's still an idea), so that what belongs to the junglers, remanins theirs without other laners making it nerf to the ground. What do you think?

Or just make Smite not affect lane minions, but deal higher damage to jungle creeps (but not champions with Chilling/Challenging Smites).

Most junglers have strong wave clear without Smite. They don't really need Smite to hit lane minions to push a lane solo. But in lane, Smite is effectively useless unless you can hit lane minions with it. This way, you don't have a summoner spell at all (not even to last hit with) until you have an upgraded Machete (which doesn't provide any lane benefits at all).

Additionally, a requirement could be added to Machete upgrades. To upgrade a Hunter's Machete, you must have landed the killing blow on a monster you used Smite on three times. If laners can't Smite minions, they can't trigger this (and thus get their Challenging Smite/Chilling Smite). They would have to leave lane and go kill jungle camps (which gives the enemy laner a significant advantage in levels and farm) three times to get their upgraded Smite. When they leave lane, it gives the enemy laner free CS and a level advantage, making it harder to lane against them. This makes the laner more reliant on the jungler that they just pissed off by stealing camps, so they won't get help from the jungler either. The number of successful Smite-kills can go up or down but the point still stands.
