Can we get some further information as to why Blitzcrank had his ult cooldown changed?

I'm a high Gold player who occasionally plays Blitzcrank support, jungle, and mid. I saw his PBE changes to his ult (30cd --> 60/40/20) and was wondering exactly what the reasoning behind it is. I feel like we've seen a bunch a nerfs (albeit indirect) over the last year and nothing to make up for it. The extra 10 seconds late game really doesn't help with anything but _maybe _ mid blitz, but even then it doesn't make much change since its still a longer cd than your hook.

I'm not necessarily against it, I just want to know why.

Probably because it's so short you even use it for waveclear half the time. There's no "should I ult or not?" process, you just Ult. That's why they hit Ezreal's Ult CD too (and Lux? I don't remember if they hit Lux).

Because his ult is a death sentence to someone who gets qd and is up way too damn often.

I fought a blitz last night, i was jhin with a soraka against blitz vayne lane. Vayne fed, i played pretty well, but blitz built support and in a moderately long fight when junglers got involved he could often ult 2 times. and if i got hooke, the base dmg (not to mention their ridiculously high scaling) his hook ult could kill me at level 6 with one auto from vayne. His ult has all the utility and damage of an ult and is treated like a normal skill. This isn't the only thing I'd hit him with either. He was made to be a support, not a bot lane carry that adc's end up supporting the whole time lol, just my opinion but i hate playing against blitz so its biased. (but really who doesnt?)
