I've been having this problem for awhile now. I have no fixed or way of my team preventing it from happening.

fall behind too early. 1-1-2 as example I'm always going to behind the top laner by 2-3 lvs, which to be is ungankable.
My camps are usually clear, but top always has a 2 level edge on me, so why take the risk of farming the enemy camps.
Jungle is indeed in a sad state experience wise due to scuttle (which no one asked to be changed into what it is and should be reverted) and being 2-3 levels under solo laners for a great amount of time no matter what you do.
Whoever thought that jungler being 1-2 levels up on solo laners for a period of say 1-2 minutes and complained about it and are not speaking out to balance jungle's being 2-4 levels under solo laners from 4-11 mins (longer than junglers were above solo laners before changes) are hypocrites.
