Is normal matchmaking working as intended?

At some point was matchmaking changed? I gather the goal is to get every player to a 50% win rate, but it seems in normals at least that it's being achieved by making every game a landslide victory. I don't mean snowballs, I mean matchmaking seems to reward losses with easy games, and punish victories with near impossible ones. This may accomplish the 50% win rate goal effectively, but it means close games where either team can win are few and far between outside of ranked. It seems to me like easy games are boring for both teams. Has anyone else noticed what i'm talking about, or is it just bad luck?

I get put in games where 75% of my matches result in a loss with over 15 to 25+ kill difference, 3 to 5 dragon advantage, and usually 2 - 4 tower lead. So yes it works just how Riot intended it to.

Riot actually said if you are winning 50% of your games match making is working as intended. So they admit their system is designed to stop you from ever progressing. Because if you win 50% and lose 50% where is the margin for an increase in performance?
