"Cancerous" and "too strong" are different things. Cancerous means something that is impossible to balance; Ryze has always fit into this category. He's either an unstoppable god or a pathetic weakling. Anivia's not cancerous. She just fits incredibly well into the new meta, since she both sieges and counters sieging excellently, and she has essentially a 100% uptime on DFT. As such, she's been nerfed.

In my opinion, she is one of the easiest champions to play, tying with MasterYi . Instead of a nurf she could make use of a small rework. Perhaps making it so frost works as stacks when applied from R, 2-3 stacks THEN can E for extra damage, and Q if landed for stun is full stacks for E extra damage.
