Whats the priority of finishing an item in comparison to just stacking cheaper ones?
Purely statistical bonuses is what I'm thinking about. Although if you'd like to go into additional effects, that would be helpful too.

It depends on how much gold you have, how good you are in a game and what item you want to buy (How impactful the item will be). For example, I take Jhin since I kinda build the BF Build. I usually stack two or three BF then starting to complete them one by one. Simply because I found that Jhin gains a lot more from stacking AD (specially early game) than building some AS.
Slot efficiency is a factor. You could stack 6 doran's items and it would be gold efficient, but most champs don't do that because they'll just have to sell them later.
In the other hand, some items are situational and some don't need to be finished to work. Supports can sit on an unupgraded sightstone, and carries can sit on an executioner's without needing the full item for it to be effective.
People typically rush big items for their special effects. For example, you'd want
on Vladimir ASAP for the extra healing effect. Or sometimes, you just get bonus stats by combining items (e.g. by turning
into
, you go from 10% cdr to 20%.)
If you don't need a big item urgently, you can leave it unfinished. Instead, you'd decide what stats you want, and look for the appropriate small items. This is if you want raw stats before special effects.
However, it also depends on the amount of gold you have when you back. You'd aim to pick a combination of items so that you use up almost all your gold.
Sometimes getting a single component then building another full item is correty. More recently with ADC's getting BF Sword then building a zeal item. Getting both components of one item, then building another, however, is almost always wrong. (I can't actually think of a time it would be correct offhand)
With pure stats, completing items is more slot-efficient.
Not only slot efficient, but gold efficient too. Most top tier items once completed have over 100% gold efficiency but tier one component items are stuck at 100% by default.
EDIT: Items with actives obviously have lower stat efficiency because the actives have a gold cost, but the point still stands.
