This has to have been discussed before so I'll keep it short. When is Riot actually going to unlock all the champs for everyone in ARAM? Really gets old fighting the same exact champs all the time. Would be nice to actually have a huge variety.
As far as I can tell, in spite of near unanimous support for the idea, Riot is never going to do it.
Why should they? The only reason everyone agrees that all champs should be unlocked is due to the massive sense of entitlement within this population base. Of course people are going to agree to getting more benefits for free. However, logically it makes no sense having access to things you don't own. Downvote me if you want on this, I don't give a shit but you know this is true.

IMO there is possibly a few reasons for this:

That is really up to you, if you want to play another type of champion just buy that champion with IP/RP and play it on rift/custom game.
They're not going to do it.
I saw the following suggestion a while ago but couldnt remember from who to credit them. A different way to do it would be like that one featured mode riot had for a while. It let you select the enemies champs but instead of it only letting you pick from what they owned, it let you select from the entire pool of champs their side collectively owned. They could do that with ARAM. Make it so that you random from the entire pool of Champions both teams own rather than only what you own.
This would mean a non-ARAM smurf account effectively counters smurf accounts in the games they play, and smurfs could still do their thing by doing premade, which would likely match them against another premade of smurf accounts.
Of course, it would be more simple to just unlock everything for ARAM but whatever.
This would make the ARAM only players upset.

Actually random aram? You mean where everybody has the same chance of getting any given champ in a match? So even though my team already has a Sona you mean a team can have up to 5 Sonas?
Oh, you just meant "more" random, not completely random. Welp, they'd need to adjust the reroll system and, no matter how many times I see this thread posted I don't see a single idea on how to adjust it.
There are TONS of people that only play ARAM. Most of my real life friends only play ARAM. I don't think it would be a great business move to completely eliminate the need for this group of people to spend ip/RP on champions.
First time I did ARAM, I didn't really know what I was doing. It was my first real dose of toxicity. I was yelled at, told to uninstall, and belittled for the rest of the game. I was fully aware of how terrible my skill level was at. Everytime I went there, it was the same story, and I just refused to go back. Recently, I got tricked into some ARAM games, and everyone was pretty cool. Even still, I'm terrified of getting a champ I've never played in an ARAM, and that's only going to get worse with a full champ pool. I get that it's irrational, but it's still there.
Not trying to shoot down your point, just offering up a reason to be against it, and I'll admit that my reasoning lacks courage. Just sayin.
I just want to see the last 5 champions I've rolled eliminated from my pool. For example ..
Game 1 - Ziggs, Game 2 - Nidalee, Game 3 - Sona, Game 4 - Maokai, Game 5 - Lee Sin.
During games 2 through 5 I would not be able to roll Ziggs again, trading for him would still be possible but would reset his "timer" in my pool. In my 6th game he would become available in my pool again. Same deal for the rest just pushed another game over.
I just hate that I own all, but maybe 6 champions and I can roll something 3 games in a row.
I'm in the same boat as you thinking they should all be unlocked, but Riot won't ever do it so they could at least do something with the system.
I agree, especially since people will actually make second accounts, and only buy like Nidalee, Sona, Soraka and Katarina JUST so they can only play those 4. (Also the free week but you know)
I present to you the new ARAM: Actually Random ARAM Mode!
As a former ARAM player, I 100% agree and I'm waiting for this change to play this gamemode again. When you get 50 wins more than losses, you get in that MMR bracket where 9/10 players have all ARAM accounts (I know that because I keep seeing the same people and talked with them) that only include a set of champions who are godlike in this game mode (you know, your traditional poke from over 1k range champs). I rarely get to see more than 3 melee/mid-range champs in an ARAM game anymore.
Atleast 2 of these 
are guaranteed, though.
The worst part is half the time you can expect the teams to turn out like this:

I remember a person from about a month ago wanted a rioter to check if the mode was "rigged" and he said the algorithm is indeed random yet I still dont get why we get the same champs if it is...oh well, at least im good at the ones I get over and over again.
But yeah, I love ARAM so much more fun than SR, the only problem are the PEOPLEWHODODGEVERYGAMEFORFUCKSAKE but thats beside the point.
idk plebs need to get ip for variety. I own all but 20 champs and I still keep getting Ryze and Warwick on Aram.
Letting people experience champions outside of the free champion rotation without paying $$$? No!!
it'd be neat to have champs that only exist in dominion and aram as well (gag champs, not like competitive champs or op champs)
I don't know about anyone else, but I thought ARAM should give you the same chance to get each champion
i think you should be able to randomly get any champ you own even if someone else has already rolled it especially if they are on the other team.
If they could make it random between howling abyss and butchers brigde it would be great too
