QoL HUD Improvement

Tldr: Have an option to set the frame scroll speed.

Many times I'll be bot lane (more of these issues in purple side), framing the screen in such a way the champ I am playing is near the top of the screen. I may just need a small amount of the screen moved, but the little bastard moves enough I'm not on the screen anymore.

Near mid-end game if you make this mistake you and your team are in jeopardy.

It finally clicked (what might help clean up this behavior) when trying to aim a fully charged Xerath q while on purple team. It would be near charge. While charging, I would be moving around dodging snowballs trying to line up shot and my screen goes all apes$$$.
