What if (since he's a bird), Valor could move over walls for a short time after using his w, the reveal. As to give it a limit. 2nd idea, give Quinn passive an actual double shot similar to lucian.

Fix her bugs, particularly E leaping bugs. Make her passive so that it's like a Runnan's Hurricane on targets marked by Valor and make the cooldown of it a static 4 seconds. The multiple stacks of her passives will stack her W passive which will overall buff her W. She only shoots additional bolts to targets marked by her passive.
Have Vault hold separate cooldowns because for one, all her other basic abilities only use Valor, so that makes sense, and that Quinn leaping off a target ≠ To Valor being unable to "leap" onto targets. So have separate cooldowns on E. Buff her E.
Although I've mentioned a lot of changes tbh Quinn doesn't even really need any stat/scaling buff imo, just bug fixing and passive consistency changes. Applying all this at the same time would probably overbuff her as well.
