Taliyah mana cost tooltip

The tooltip for taliyah's Q cost says N at certain ranks but the actual cost is N - 10. at one rank it says it costs 80, but throughout the game it became available at 70 mana and only consumed 70. so on for other ranks, i believe this to be a full standing bug and not a temporary thing.
