Does exhaust work against true damage? Should I be using it against the likes of darius, cho, olaf

No.
True damage ignores everything that reduces damage, however; true damage abilities can be blocked by effects that prevent damage like 
or Sivir Spell shield because it just out right prevents an ability from proc'ing, it doesn't absorb the damage
i recoment qqs vs darius is you have good reflexes just remove all his stacks before his ult hits you and watch him cry in a corner
