Would end up breaking the game if they were in charge of balance because they don't know wtf they're talking about lol?
I'm sure that some random silver on boards would sure balance better than a team of people that have been working on the game balance for years.
Ive seen some suggestions from the community that were good, insightful and meaningful. Quite honestly they were far better then most of the changes Riot has done. They literally take 1 step forward and 5 steps back. If you see riot make 1 good change it is usually followed a an onslaught of terrible ones.

There have been some very good suggestions for balancing champions from the community that have gone ignored. Also the balance team has made some large blunders from time to time (last patch air nerfs, ahri change, and the current jungle meta is in a horrible state with very few viable/good picks and the balance team didn't help with that when they raised the price of jg item by 100 gold, was even a red post about how it hurt lower tier jungles more) not saying I can do a better job, but considering it's riots job they should pay a bit more attention.
Perhaps you haven't heard of a government. Always starts as "by the people for the people", but ends up to be a money sucking and bad decision making entity. See Germany 1910, 1935. Russia at variance points. China at various points, etc. Riot effectively governs the rift, but I would say they really aren't for the people anymore. They honestly seem to make pretty bizarre changes. Some really really cool changes, but sincerely manage to completely 100% ignore the community- which is a shame.
Almost all companies do it though. I would spend entirely too much time trying to get Blizzard to buff Destruction Warlocks at the beginning of Cataclysm, but nothing ever came through- I wasn't alone.
Duh, I would too. I would nerf Shaco into true unviability, I'm bias, at least I admit it.
