When are runes going to be made free?
This isn't an RPG. There is no need for that type/sense of progression. Why do they still cost IP?

Its a method of gating players to stop fresh 30's jumping in to ranked straight away and losing the game for everyone.e
There are certain runes you can't get tier 2 versions of. You should also be able to edit rune pages in champion select.
