By my experience with her new set, she is about the 3rd lowest damage ADC there is, tristana is lower than her, urgot is typically lower than her(though he tends to be more tank than ADC and even fails that)

the only thing she offers is utility and range, but her damage dies off very quickly because she doesn't get a power spike to her critical damage and instead just always crits (whom characters immune to slow or can negate it delay her damage even more)

Not how it works. She gets a spike to her crit damage from every crit item she gets. IE gives you 50% more crit damage from crit items, which is why it's still core on her. She just trades higher spikes for constant damage, she does the exact same overtime (if not more).

Frost shot still applies the debuff on champs that negate slows. It just doesn't slow, but she still gets the crit.

The reason her damage is lower than some other ADCs is because she has disgusting amounts of utility. Her stun is one of the best in the game, her poke via W is great, she can scout the ENTIRE MAP with E.
