So is it just me or does anyone else get the feeling Veiger's E hit box is just a little outside the ring. Ive played a few games and im not close to the ring and still get stunned. It may be my potatoe comp but i dont think so.

That said, it is just a bit outside the ring, but not gamebreaiingly so. It's just enough that if your big toe lands on it yet stunned.
Most hotboxes are ever so slightly off from their animation. It often has to do with the camera angle/perspective, and where you're specifically looking from. Similar to if you put a ward behind baron you can only "See" it to click it if you move your camera to the side a bit, even though you're not actually rotating the camera's view at all. It's all about the perspective of the camera.
The trick is learning which skills are wonky in what ways - Lots of "Line" based skills for example can hit you just a tiny bit visually if you're 'above' or left of them, and not actually register as hitting you, whereas they can miss ever so slightly visually if you're below/to the right of them, yet still register as a hit.
Usually if a skill seems off, I'll save the replay of the game and watch it from a slightly different perspective - With the camera a bit to the left or a bit to the right or whatever(In comparison to where I had it when I was playing), and see that it actually DID hit me if looking at it from a different perspective.
It's a bit of a pain in the ass sometimes, and can feel really unfair from time to time - But for the most part it's only a very slight variation between the visual hitbox and the actual hitbox, and often it's just the camera perspective that even makes it feel like that.
