A Zoe going 24/2/2 should not be happening in a plat1/d5 game where NO ONE is doing poorly on your team (no one fed at all, just spoon fed through ganks), 1 shotting everyone. Fix your fucking game, Riot. Even Katarina isn't this stupid of a champion (epic failed rework dial a reset ftw. As bad as Street Fighter 4 was).

Zoe has counterplay and ignoring that just cuz you messed up is silly.
Her spells cannot go through minions. Her ult takes her right back to where she cast it from.
She can only jump out and annihilate you from fog of war if you can't get any vision up. If you can't get any vision up, there's more of a problem than just Zoe.
She's kinda shit and has been kinda shit everywhere but diamond+ for the entirety of her existence
i think a simple but meaningful nerf would be giving her "sleep" cc the aurelion sol treatment. Meaning, it does not activate/stun unless it travels a certain distance. This will stop her from basically point clicking/point blank range cc someone who is finally able to close the distance. She get a shitt tonne of movespeed enough to match the fast.
There are times when even as yi with ult + nimbus cloak I am unable to catch up to her.
If anyone is 24/2/2, someone is playing badly.
