It makes sense when you note that they're reversing their jungle direction again.
S2, S3 and S4 were about opening the jungle up to a wider variety of champions. It was an aim to get more classes in to the jungle effectively. The weaker monsters and help from items were to allow squishier champions who didn't have the qualities that popular S1 junglers got (quick clear, abilities that mitigated damage or sustained health). Evelynn is a good example of this. She wasn't a jungler in S1 like she has been considered recently. She was a roamer because she didn't have her own lane but she'd go around and gank a lot.
S5 jungle seems to be reversing this, by making the jungle more difficult and focusing on champions who are naturally good at jungle clear and survivability. I don't think either direction is superior to the other, but it is strange that they're reversing now after several seasons of moving in the other direction.
