Honest Question: Are there plans for "really weak" to "almost gutted" champs?
Preface here: I understand preseason is CRAZY and there's a lot of things that need time to be assessed as people figure things out before making any knee jerk reactions.
So that said, I want to know behind the scenes why some champs who are problematic when strong, are sometimes left for LONG periods of time without any balance changes. Certainly I'm sure testing is going on behind the scenes, but for players of those champions it can be very frustrating to have some insight as to what is going on.
Some examples I can give are

In the past when Lucian is strong he's pretty much the number 1 adc picked due to his lane bully nature and oppressive mid game. Over multiple non crit builds discovered (ghostblade/cleaver > bork/cleaver) he has slowly but surely lost a lot of strength in his kit. He's had it all. Mana cost nerfs to his core abilities, high cooldowns put on his mobility spells early, and range nerfs on his Q and ult. The only buffs he's gotten are those that make his combos a little cleaner/quicker which is minimal at best. (although it does feel nice) As a result with a crit build he's completely garbage and with a bork/cleaver build he's really only semi viable in the sense that you can snowball, but most of the time it's unreliable to do it hard enough to be relevant in later stages of the game for a bot lane carry.
Then look at Cait. When she was strong she was the premier lane bully and basically pick/ban at competitive and high elo. In the hands of a skilled player she is essentially an auto win in lane when she is good. So of course they rework around her strength, and to riot's credit. they try to give her back some basic scaling they initially took away. None the less she's been horrible for multiple patches now in solo queue and like Lucian only has one real win condition: Stomp lane so hard that the game is over quickly.
This leads me to ask if we can have some transparency on champs who were previously big problems and kind of nerfed into oblivion and left to rot. Obviously I believe Riot will get to them someday, but it feels like its been ages now since I can play Lucian in the bot lane without it being a borderline troll pick or the last time I've felt scared to face a Caitlyn in lane. There are other champs in other lanes as well that have been looked at but their attention was brief or pulled back. Like
in the mid lane. Some champs after ages are barely starting to get some attention like

It feels bad to see champs rot for so long like some of these champs have. Even in a meta that should make some of these champs shine (Lucian should be strong in this meta and so should graves, but they are both garbage tier)
So what goes into deciding where to put resources? I know there's only so much you can work on, but why aren't the extreme cases getting more attention? Or are they and you just don't wanna reveal anything until you have something closer to concrete.
