Lag and i now its not me

So ever sense this new update to league me and alot of other people have been getting high ping i checked if its coming from me and it isent because when i go check i have 36 ping like normal so its defiantly not coming from me and i asked my friend who checked his and he has 22 ping like normal but when we go inside league are ping goes up to almost 2k and its unplayable others said the same that they had high ping after this league update with urf and the snowdown stuff. It also sabotaged 2 of my ranked games so i stayed away from ranked because i dont want to be bronze and with this type of lag i will end up in bronze. So i hope you fix this problem because the game is legit unplayable.
