Vel'koz and his ult

In the land of League there are many new champs coming about with many skills. Thus said champs have more cc than before. A lot of champs including can get rejected by this opportunity to ult peacefully. I decree! We allow to use and just like rumbles flamspitter. The ult still progresses while in golden time! This goes the same for all casters. Excluding ... I still hate how her ult isn't a cast. It doesn't make sense. Wish that could be cc'ed to stop. Anyways it would benefit league by allowing mages have greater plays.
