About a month ago, Art in Oz from the Riot Team made a post, and said this:

This is proof that, at least in the Story and Art department, Riot DOES NOT take specific player suggestions.
In other words, that team will avoid using any and all of those suggestions that they come across.
So what does that have to do with balance?
Unlike the Story and Art department, we in Gameplay and Balance like to talk A LOT about theory, game mechanics and specific balance suggestions.
Maybe Riot does read these forums (albeit never posts in them).
Maybe they DO read our posts.
And because of that, they don't use our suggestions, and instead opt to balance in a way that NO ONE has suggested before.
I think it makes a lot of sense.
Reasonable Veigar "compensatory buffs"? Can't do 'em! 
Kassadin suggestions? Sorry! 
Zed nerfs via ult? Here's something else! 
Lee Sin changes? You've already suggested everything! 
And I am going to guess all of those Nautilus changes will go through without a single change made by the active forum members as well 
Maybe if we just complain and complain like little kids without letting them know exactly what we want and not like adults who can articulate a proper suggestion, they'll be able to use their own "original" ideas to properly balance the game.
A more reasonable solution is to write out explicit consent for use by Riot's balance team for whenever a specific suggestion is made.
"I, [your name here], allow Riot Games to use these suggestions in whole or in part of their balancing decisions without any compensation to me or any affiliates."
It's not a legal can of worms if we give them explicit consent. Or maybe it still is. I don't know, I'm not a lawyer. But really. Come on now, Planetside 2's dev team uses forum suggestions all the time. Players are HAPPY when their suggestions are used. Anyway, I will now be putting the aforementioned line in all of my suggestions. If it will help, then I urge you to do the same. Perhaps then, Riot will be able to do something everyone is truly happy about.

EDIT: I looked up "define:conspiracy" on google after I made this post and realized I used the word incorrectly. Sorry. Hopefully you still understand what I'm getting at.
