Who exactly has EVER complained about Rammus?

It's not something that touches me personally, i'm just curious, i've seen the nerfs to Rammus for next patch.. But Why?? Never picked in competitive, not even once. If he ever got picked it was like 4-5 years ago. Never seen someone complain about him on this forum, never heard a single guy say in soloQ "oh man Rammus is so cancer, hope they nerf him".. Why this nerf just out of the blue?

Can someone post the nerfs here? I don't find any.

I play Rammus myself and have to say: I was expecting him to get nerfed. The recent changes to Aftershock were a pretty good buff for him and he was already decently strong, I knew this would push him in the nerf-territory. Not really surprised.
