So with the confirmed viktor buffs Here is an idea.

Besides doing basic stuff like reducing the cost of his to something like 1100 gold or buffing damage ratios. One of riot's problems with before was that he was uninteractive with his E. So they nerfed the speed of the aftershock and gave it more damage along with making his R tick in bursts rather than DoT. Everything on has a delay and is unreliable even though his whole character is built on revolution and improving along with being mostly machine which shouldnt be unreliable. He is quite weak at the moment as shown with his Winrates. I, alot of other feel it is due to his unreliablity after the changes and consecutive nerfs.

The idea behind these changes were inspired around his W needing to stack up before it stuns. What if his abilities were augmented when other abilities or 1 ability hits. Such as:

Q remains the same. His Q is named SIPHON POWER. What if it was a catalyst of some sorts like storing a stack or stacks whenever you hit the enhanced auto? These stack are then used on the next ability, augmenting it. He could have his own resource bar kinda like . That would give visual clarity to when he would have augmented abilities.

E stays the same. The aftershock is still the same speed. If you have a stack it will consume it and the aftershock will come out at pre-mymu rework E speed. Reliable damage at the cost of a stack.

W stays the same. Using it while having a stack will cause it to stun after the 0.5 delay instead of stacking up to it. Reliable CC at the cost of a stack.

R stays the same. The R consumes all stacks and depending on the number of stacks consumed would increase it's duration. Reliable consistent damage at the cost of a stack.

If riot could somehow see this and take it into consideration it would make my day. Just seeing that a rioter saw it and commented on it would give me joy in knowing that maybe spending time typing out thoughts on the game and characters isnt just a big waste of time.
