IP 4865: Lulu, Ahri, Ziggs?

I missed the boat on the free Champion rotation when Ahri and Ziggs were available. I played Lulu once or twice during the free rotation before the revamp on the Masteries.

Is Ahri still a viable champion? All the discussions about Ahri are 10 months and older. There are discussions that Ziggs is OP; Lulu was nerfed.

I only have 4865 IP to spare or does Riot have any Black Friday sale on Champions? Sorry, this is my first year joining League of Legends.

Most of the Champions I play are AP so my Runes and Masteries are setup for AP.
