Could Annie be nerfed the same way Illaio was?

Illaio had an interaction removed that allowed her to ignore the cast time of one of her spells, making it impossible to react. Annie can stack all of her spells without any sort of cast time, dealing all of their damage in well under a second (sometimes half a second).

I don't care if she gets adjusted elsewhere to compensate, but it just seems that the same reasoning should be applied when other champions have the same counterplay issues.
