A while back Riot shut down the all potion start

But I just went against a Flask+4pot Elise as Brand, and couldn't do a thing against her.

She could jump on me, in the middle of my creep wave, and (as Brand) I could stun her and pull off a full combo (pre-6). She'd take half my health, I'd take 3/4 of hers, but she'd have it all back with just 2 of her 7 total pots in under a minute. With that much sustain, my total mana (Doran's, red and blue start) couldn't let me poke her out of lane, leaving her to harass me as much as she wanted, with no care for returning damage. Does the starting sustain need to be nerfed again? How far is too far? If the number of pots, their healing, or flask nerfed, who will take the hardest hit?

Personally, I Absolutely HATE seeing someone start flask. To me, they just become impossible to deal with, and the lane just gets into a stale farm fest.

Well Elise is a little overpowered right now so your example isn't the best. But she is extremely squishy, I would say try poking her more.

Well to be fair, you have to use 7 charges of flask before it becomes cost effective. However, I think you are missing the big picture here. Flask is meant to sustain in lane. If you start dorans ring, you could back early get a 2nd ring and then you have good mana sustain and probably enough pots to out trade.
