Victorious skins.

I would like to know if they already started giving victorious skins out.... I've seen two people so far with the skin. And I m wondering when does the season end or if rewards are being given out early... My most recent game was against a summoner named... Humpty Trumpty. It just seems a bit odd to me. very few people have the skin that are gold but others do....
