Xin or maybe just my game is glitched

Okay today i played a ranked game with my favorite hero Xin Zhao, Thankfully i won. But i would like to report something that happens from time to time my Q W E R skills didn't work , now usually it last until around level 6 or leaving the game then rejoining might fix it. But today it lasted the whole game. Idk what the issue may e but if Riot could look into it that would be perfect. I am currently checking for messed up files. Has anyone else had this issue on occasion?
