Can lulu have ratio buffs on Q soon
It is really hard to compete as Lulu now because pretty much all other mages do most or everything better

Bad comparison.
You don't compare a DPS-dedicated mage to a utility-dedicated mage and say DPS is better "in every way" because he/she has more damage.
If anything any champion loaded with utility and isn't a designated DPS shouldn't have good waveclear. Lulu mid/top was consistent pick/ban for 2 years because of her waveclear (that she shouldn't even have) on top of support-champion-level utility.
Lulu is a bad design. She has poke, burst, two forms of CC, solid range and defense on top of a mobility boost, all in a kit that is very easy to use and master. You HAVE to expect bad numbers to compensate for such a Swiss army knife kit.
Not a mage lol. She's a support meant to make it impossible to cc/burst down a teammate.
As a Lulu Main since S3, Lulu is currently in a great spot and in a better one than she has been all season and the last.
