NA Playing Gatekeeper

NA is the gatekeepers of worlds. They're the weakest if the strong regions. But the strongest of the weak regions. They need to be religated to wild cards, the other three too regions needs to add 1 more seed each. And two wildcard should be the last teams for groups.
