While the major regions may suffer disappointing results, I feel bad for all the small regions. They barely get any international time for either MSI or World's. LMS is getting worse, Vietnam has only maintained as a wild puncher with bad odds, and the rest aren't going anywhere. So here's an idea.

During All Star event, rather than a wide field of only a couple players from each region, split the field. Keep the East vs West for major regions and the NA vs EU and China vs Korea. Ditch the 2v2.

For the sake of developing, have a tournament between the smaller regions. Let them field an all-star team and compete in a "Rising Stars" competition to earn slots past the Play-in stage of Worlds. Get coaches from major regions to sit down with coaches and players of these smaller leagues to chat over strategy and methods they use.

Since there is no real point besides fun at All Stars, at least also use it to maybe close the gap a bit for the minor regions.

Truth be told I wouldn't mind giving a bit more incentive for the non-major regions to represent. I fear the drawback would however be that it could make IWC Barcelona 2016 meet ASE 2017 where there wasn't much love for the competition of the non-major regions and we all know how ASE 2017 went with the whole tournament serious mumbo. It's a nice idea...just a tad hard to pull off.
