Release of LMS Icons

When will the LMS (League of Legends Master Series) Icons be released? Cause i was planning to buy a Icon after seeing the 5.13 pbe notes.. Why do we get Team Icons from Brazil even from Turkey?? And not from the asian continent, where lots of more interesting stuff happens?

yeah i really want to buy the TPA icon but i still need to wait for the release ;c
