can someone explain why 2016 lcl spring split will be played in patch 5.9?(according to leaguepedia)

Sorry if I Sound idiotic or retarded or late af or if the question has been asked before but usually wouldn't it be the patch of the new season? I really wanted to see the professional teams play with the changes (that's assuming riot won't make too many changes again in s6)
