Some Idea's on waiting time on League

I had some idea about league and thought to just post it here to see if anyone have would agree or disagree with me. I'm from the US but currently moved to Japan and I play on NA and Japan server. my waiting time to go into a game in NA is about 1min to 10min and on some games, it takes a long time for the game to load up during the waiting screen which we can't do anything but wait for that one person who's taking a long time to load there game. In the Japan server, it takes about 3min to 1hr to even get a game to play and ranks take even longer. could we like go into a practice tool while waiting for a game and when we get matched have the game just end to join normals or ranks which we Q for. This way I think there will be less people AFK while there waiting for a match to start. Also while during loading screen I would go to op.gg or some other site to check my teammates and enemys. Some games just take a long time to load so it would be nice if we are able to look at there match history or there runes during this wait time. These are just my thoughts. I have posted this article on the Japanise server homepage once and no one replied so thought I would post it here to see if anyone has any thoughts.
