If 2 teams are tied at the end of groups their head to head record will decide who gets the higher seeding, since FW beat Koo twice they get first place, if they had split their games we would have seen a tiebreaker match for first.

That's pretty close to being the actual stupidest system ever. It should be a tiebreaker decision.
