Sneaky never was a top tier ADC. He's just never had to face top tier until worlds.
Sneaky really used to be one of the best adc's in the world. Espeially in 2014 where he was soloing deft in lane and stuff, unfortunately he has really fallen off of late.

Sneaky is the Beiber of LoL, even tries to look the part. He has a lot of delusional fans but doesn't mean he's good
he has gotten worse over-time because he streams so much and focuses more on inter-acting with viewers which i am happy with. most people do not stream as often as sneaky so you just can't "love" them enough. even if he isn't the absolute greatest he is still my favorite.
