Why doesn't Riot have an Amateur League?

There are millions of people that play league and hundreds of thousands that enjoy watching it. Only a tiny fraction of those numbers are qualified to play in the LCS, so why not have an amateur league? It would be a lot like minor leagues in baseball. An LCS team could manage an amateur league, and if by dumb luck they come across a player they think they want to bring up into the LCS, they could. I have been playing a lot of Pro Gamer Manager and in the game they have 7 tiers of an Amateur league, 1 being the best 7 being the worst, and there are 8 teams in each, and the top team in, say, league 6 for that season gets moved into league 5. And the top team in league 1 gets moved into the pro league. Am i alone in thinking this would be cool?
